Motion for a resolution by

THE COMMITTEE ON HUMAN RIGHTS 1

 

On the question of child poverty: What needs to be done to reduce child poverty, taking into consideration that 50% of the world’s children live in poverty?

The Macedonian Committee of the European Youth Parliament,

A. Recognizing that for children living in poverty, it is hard to survive because of lack of food or available quality food;         

B. Deeply concerned by the lack of basic sanitary resources, such as drinking water in the world today;

C.  Further noting that sanitary problems lead to worsening of the general health of the population living in poverty; 

D. Alarmed by the fact that children living in poverty do not have access to hospitals, health care and can’t afford drugs; 

E. Very concerned by the fact that poor living conditions force children to choice and situations such as prostitution, forced labor, trafficking, human organs trade and crime;

F. Fully aware that child poverty increases at a big rate due to
1) War and natural disasters
2)The unstable economies and high rates of unemployment in undeveloped countries, especially HIDP;

G. Fully alarmed by the malpractice and corruption in handling budgets, government funds and donations e.g. for weapons, military equipment and research, the technological and economical domination of developed countries because of and leading to children poverty;

H. Emphasizing that a big number of children in poor families contributes to child poverty;

I. Noting with deep concern that children who are living in a poor family are at a higher risk of staying poor as adults too because they aren’t educated, due to the conditions they live in and lack of money and time;

J. Deeply disturbed that the world’s existing childcare institutions are not working appropriately;

1.Encourages investing in and developing agriculture and its technology in poorer countries, as well as sending professionals to the field;     

2.Calls for a more efficient usage of natural resources and filters, as well as the modernization/reconstruction of existing water networks and building new ones;

3.Recommends building hospitals, giving the most essential drugs as donation or lowering the prices for those in need and possible introduction of a different system of health insurance for the poor; 

4.Supports global initiatives that sends volunteers-experts to the field, to children’s hospitals; 

5.Further recommends implementation of new laws and measures if the laws are disrespected; 

6.Requests the promotion of open trade and duty-free access, partnership, dept relief as well as foreign investments with the goal of improving the general economical situation in a country; 

7.Urges further media campaigns and initiatives such as “Make Poverty History”; 

8.Draws attention to the importance of control over donations usage by the donators and other unbiased bodies; 

9.Considers that raising awareness, introducing family planning seminars with the involvement of NGO’s and other international organizations is is essential for the decrease of child poverty rate;  

10.Further requests building new schools, creation of a completely free educational system, education for tolerance and against class discrimination and most importantly implementation of the Dakar Framework for Action; 

11.Expresses the need for trainings, seminars and new qualifications criteria for social workers with the involvement of NGO’s; 

12.Further invites the higher developed countries to separate a small percentage of the budget to help the countries which have a high  rate of poverty and create a global institution which will control the implementation of this process.


How to eliminate the poverty

Most developing countries have produced Poverty Reduction Strategy papers or PRSPs. In addition to broader approaches the Sachs report (for the UN Millennium Project) proposes a series of "quick wins", approaches identified by development experts that would cost relatively little but could have a major effect on world poverty. The quick wins are:

  • Eliminating school fees
  • Providing soil nutrients to farmers in sub-Saharan Africa
  • Free school meals for schoolchildren
  • Supporting breast-feeding
  • Deworming school children in affected areas
  • Training programmes for community health in rural areas
  • Providing mosquito nets
  • Ending user fees for basic health care in developing countries
  • Access to information on sexual and reproductive health
  • Drugs for AIDS, tuberculosis and malaria
  • Upgrading slums, and providing land for public housing
  • Access to electricity, water and sanitation
  • Legislation for women’s rights, including rights to property
  • Action against domestic violence
  • Appointing government scientific advisors in every country
